Hoisted by its own petard? Medicare Advantage Payment and the Affordable Care Act
Medicare Advantage (MA) payment was changed by the Affordable Care Act (ACA) using several policy levers. The literature studying the effect of the ACA's payment changes focuses on only one of the policy levers. I study how benchmark changes and Quality Bonus Program payments conflicted with each other and mitigated overall impacts on MA.
